Haven't read all the posts but could it be Scott Weiland of Stone Temple Pilots? Most famous apostrophe song I can think of is "Trippin' on a Hole..." and STP is known to have lots of retro appeal, particularly to the glam era. He was pretty obviously not a 70's musician himself though and I can't think of what album or single art you could be referring to. He died the end of 2015 as I recall.
Chris Cornell of Soundgarden and Chester Bennington of Linkin Park passed a few years later, but I'm guessing it's not them.
