I'm sure there's some poopy character on large-cast games like Suikoden or Chrono Cross, but I submit Jean the fat frog from BoF2. Low stats across the board. Gets a good final form via shaman fusion at 90% game completion, but Holy+Water shaman are reserved for better characters like.... literally anyone else.
Yea, I had a playthrough and decided to do replace Katt with Jean this play-through (Along with replacing Nina with Spar). And yikes. Even in shaman form, he barely becomes tolerable.
With that said, as a person who plays Breath of Fire, I'm sure you'll agree that Mogu from Breath of fire 1 is probably the more useless character, even over Jean. At least Jean can get a fusion, y'know? Mogu has pretty much nothing outside of being to Dig in the overworld map (which is the key to Karn's most OP shaman fusion).
