Probably because there's no legal preccident for raiding a former president to get documents back and the warrant was so broad it had the appearance of a fishing expedition. Bad look for an agency that was already caught using falsified evidence to spy on political opponents.
It's almost impossible to charge a president, and even a former president for that matter.
Someone said they were "100% objective actual felonies". They could have him in jail by the end of the day if that were true.
