Open Carry isn't the same as being able to carry around an unsheathed sword in your hands, is it?
I mean, because the dangerous part of a sword is the entire length of the blade, wouldn't citizens still have to take reasonable precautions to ensure they're not a hazard and can't easily cause injury to others, and also open carry it in such a way as it's obvious they're just carrying it, not holding it drawn and wielded for immediate combat?
