The Dursley's may have been horrible guardians, but they may not have wanted Harry to be a weight on the family (well, more then they already saw him as.)

Harry goes to a state (public for those who don't know) school, where his need to wear glasses would have almost certainly been identified by the teachers. Given that the NHS in the UK pays for glasses (for kids anyway), it would look really weird for the Dursley's not to provide him with glasses. The Dursley's are a family that really, really, wants to look perfectly normal, not weird at all.

yeah, their desire for normalcy outweighed their hatred for Harry. they may have locked him under the staurs but they also pretty much had to treat him somewhat humanely to not draw attention

Pretty much this, from the glasses Harry wears it's assumed that they got him the cheapest pair of glasses they had to. More then likely he had sight problems early enough in school that some teacher probably sent a letter home commenting about it.

As for the magic question, no. Near/far sightedness comes from a deformity of the eye socket. Magic can do alot of things, but fixing and already deformed socket is probably beyond magic's capabilities.

They don't like Magic. Also raising your sister's son is kinda weird.

A little, at least with Dudley Dursley. The last book implies Dudley stopped disliking him as much after he (spoliers for book 5) was saved by Harry in Order of the Pheonix.
