It's the largest settlement in the game. Starlight's about the only place that comes close, and most of that never gets used by anyone anyway. Sanctuary starts out overdeveloped and probably gets worse if you actually spend any time building anything.

Also add some cheese slices to it. They melt nicely and make it creamier plus add more flavour. Velveeta cheese slices are the best because they're softer from the start. I've only tried this with KD, though. Not Annie's or any other brand.
