He couldn't get voted in last time. Jordan desperately tried to get voted in after McCarthy and was basically laughed out of the running because he could never manage to sure up enough votes; in reality he's not very well liked. I'm always willing to give The Hobbit trilogy a little bit of a pass because as I understand it the original plan was for the first two movies to be an adaptation of the book and the third movie would be a collection of all the material bridging the Hobbit and The LotR trilogy brought together into an all-new story, but relatively late in the process the Tolkien estate rescinded the rights to tell those stories and the studio was forced to turn a two movie plot into a three movie plot.

A big reason why a Trump victory in 2020 was so important was because he was about to END this practice in the census, and direct them to count only US citizens, crippling Democrat control of the House for at least a decade. Unfortunately, Biden made his way in at 3am and the courts have decided they won't handle the issue, which meant more of the same: spamming and inflating blue state numbers with illegals in order to save Democrat seats.
