yes the vast majority of roads/public transportation infrastructure are handled by the states but the Federal government plays a key role in air traffic/port traffic and a whole host of other regulatory mess
plus they provides lot's of monies for the states to help keep up the infrastructure of course
but yes our shitty roads and transport are often the result of (like much of the shit show in this country) of state governments often being terrible, when you talk to Joe who watches 11 pm news and shitty facebook news for most of his new where everything is blamed on DC than there you go.

I use the local chain in my area because they have nice stores, have a bunch of pumps so you are rarely left waiting all that long, and they are open at night when I get off (actually this is the main reason since 90% of the time when I get gas it is when I get off)
