There is a problem with police accountability in a lot of cases, but there is not some insane murder spree. I'm quite confident the amount of insane racist cops roughly correlates to the amount of insane racists in general, with maybe cops having a slightly higher percentage due to such people seeking positions of power. There's more issues with racial discrimination by police forces than simply innocent people being killed.
