You say he could have incapacitated him with a shot in the vest but what if it didnt? What if he missed and he is standing there without a vest staring down a lunatic?

Cops should 100% be punished when their decisions hurt/injure someone. They should NOT be punished for being unable to stop a lunatic on a warpath though. No one person is equipped for that. Hes not John Wick.

My buddies dad actually was walking on the highway at like 3 or 4am and was struck and killed. Nobody knows to this day why he was out on the highway walking. It was pretty tragic.
