Oh, it almost certainly was designed side by side. I more meant that because of it, they couldn't react to the complaints with it. The players had to start fresh in D2, and now Bungie's decided to add old content in the "new" paid content. This has literally always been a thing with Destiny though. Year Two brought back some Year One guns, Year Three brought back some Year One/Two guns. Destiny 2 brought back some Destiny 1 guns so it only makes sense that the DLC would do the same, especially considering the short development time they would've had to make it out in December.
