But Lazarus died a year after the statue was completed, and the poem fell into obscurity. Only 20 years later, thanks to the lobbying of Georgina Schuyler, an art patron and Lazarus’s friend, was the poem inscribed on a memorial plaque and placed at the foot of the statue.

1) It was Lazarus' personal interpretation, that's all. She had a personal devotion to helping Jewish refugees, that's her thing; whatever.
2) An Art Patron wanted to memorialize Emma Lazrus' poem for the world to see, the Bureaucracy managing the Statue of Liberty obviously didn't see anything wrong with it since it was the Artists who helped raised funds for paying for the Statue base. So they granted her poem to be written on the plaque.

People chose to ascribe it meaning to their personal beliefs / ideology / causes later on.

The purpose of the Statue was a monmument to US Democracy / End of Slavery.

That's the original meaning.

Any other meaning you derive from Emma Lazurus' plaque / poem is on the user to interpret.

Just like any art, it's all up to the person on how they choose to interpret it.

The original meaning for the "Statue of Liberty" is something else entirely.

As far as "American Ideals", it's going to vary person to person.
