When you play through the game the first time, you cal do all of this stuff so you know what it throws at you in subsequent playthroughs, as far as the narrative is concerned. If you're power leveling characters you're not going to use in the World of Ruin, that's entirely on you.

the world of ruin is amazing. Its literally the best part. All those optional sidequest, relatively open world, building up to be incredibly op, ect

Lmao Locke is the 1st character you get control of in the entire game (Terra is in Magitek)

And he's an OPTIONAL nobody in the 2nd half of the entire game.

Usually a pack is about $7.30 here in North Texas. A lot of Marlboros I buy have the $1 off so they are $6.30ish. One major problem I have is I buy a drink or candy almost anytime I buy cigarettes. I end up spending about $10 a day.
