Probably. But I heard that places are usually better where they were born. So, I heard In-N-Out is better in California. And Whataburger is better in Texas... Could be wrong, though...

Fries: InO
Animal style fries beat the conventional Whataburger fries and most of their sides.

Atmosphere: InO
InO had at least twenty 9-10 quality lookin babes. Oh mah gawd it was better than a night club. Whataburger had a cute cashier but there was only one cute girl there and Texas is flat in general compared to the beautiful California landscape.

Shakes: Whataburger.
Neither restaurant can compete with Cookout but their rootbeer milkshake was better than any InO dessert.

Price: InO.
Marginally cheaper but not a big victory.

Entrees: Whataburger
This is a hard one to quantify. InO basically serves one customizable item. 3x3 Animal Style with the yellow chilies is a divine burger from InO. On its own it's a better burger but Whataburger can supply you with like a dozen amazing sauces that you can get a new experience out of every bite. Whataburger actually has a full menu, this section is entrees instead of just burgers. InO prides itself on never changing, Whataburger is more experimental. Whataburger offers chicken and has those sauces.

Overall winner: Whataburger
The problem with InO is the problem that everything in California suffers from. There are just too many motherfuckers in there to enjoy it - wayyy too many. Hot babes aside, there were these socially oblivious European tourists that just stood in the way of the door talkin in their jibberjabber language being an obstacle to everyone. My ticket was 88 when I ordered and they were only at 45 when I was standing by. InO is impossible to enjoy completely because of the wait times.
