Officially, it's Ar-Kee-Us.

Before the Arceus movie, it was Ar-See-Us, as heard in Battle Revolution, but it was changed to "Kee" due to concerns over the word "arse".

That's how I heard it pronounced on house. Can't remember the exact episode but I know it started one of his condescending "reason what you said is stupid" rants.
