I don't agree with those saying it's lazy parenting. Fact is, most of these parents probably aren't intelligent enough to even realize there are other ways to teach your child a lesson.

If a kid is a problem I blame the parent, not the kid. Not everyone should be reproducing. That doesn't mean having kids should be controlled by government or authorities, but damn, sometimes I wonder what things would be like if you had to pass an exam or something.

If you don't understand the danger of pitbulls then you don't understand the history of the breed. Pitbulls are not inherently bad, but pitbulls are far more predisposed to "snapping" due to their historical usage. The entire premise of selective breeding is to pass on or develop desirable traits, sometimes with mixed results. The pitbull breed was extremely good at what it was bred for: strength, power, and its fight.

Pitbulls can be wonderful family dogs and live their entire lifespan as happy and playful as any other dog with no problems whatsoever. Many owners have had such experiences. But pitbulls have a genetic predisposition that no other breed can claim. In fact, no other breed comes close. Owners who've witnessed their playful pitbull attack other dogs, children, adults, etc. will always say there were no warning signs... it just happened out of nowhere.

Lock up those owners. Learn the history of dog breeds and fucking respect it, especially with pitbulls. Be extremely vigilant at all times, in every environment, around all things. The pitbull can and will react violently for no apparent reason to us, not because they're evil, but because that's what we scumbag humans created.

@kingdrake2 has the the right idea. It's never wrong to be very careful with your pitbull. That doesn't mean the dog is crazy, but being prepared is a wise move when you own a breed that can cause serious damage in a short amount of time.

The moral of the story is: good owners = good dogs, bad owners = bad dogs, with any breed.
