I was an EMT for years and am still a first responder. There is no reason to grab boob during a seizure. She didn't need CPR or her clothing removed. Best argument would be he grabbed her to stabilize her, but if she was on the stretcher she was strapped in wouldn't need to be held.

There is no medical reason for him to be touching her chest. EMTs don't even take heart rate via the chest. They just check a pulse, which you wouldn't be doing during a seizure.
