Male steroids are classified (kind of inaccurately) in two forms: androgenic (more side effects) and anabolics (less side effects; muscle building is the desired effect).

They aren't muscle selective. Humans are built like chickens and white meat is more sensitive to anabolics than dark meat. If the abs were the result of anabolics, we'd also see major development in the shoulder area (traps, delts, neck and *upper* chest), also arms and even some legs.

The inverse of 1.5 is 2/3s. Convert 10 minutes to seconds, multiply it by 2/3 and then convert it to minutes with seconds remaining

It doesn't say that transwomen are stronger than ciswomen all else being equal. The difference in strength and size is 1:1. So if they're the same weight class, it may cancel out.
All else equal though, if your LBM is higher at the same weight, you'd still have a strength. The science is young, but there are studies that show even after 12 months of HRT that transwomen's grip strength decreases by about 4 lbs. If we used grip strengths of American men today, that still enough to encourage women to get on the sauce to compete (in a sport already plagued by PEDs)
