A Chicago police officer has been placed on administrative duty after fatally shooting a teenager in an incident labeled by one official as an "armed confrontation."
The boy was Adam Toledo, who died by homicide from a gunshot wound to the chest, according to the Cook County Medical Examiners Office. Toledo, identified by the medical examiners office as a 13-year-old white male, lived in the citys largely Hispanic Little Village neighborhood on the West Side.
According to an initial police statement this week, officers responded to a shots fired alert after 2 a.m. Monday in Little Village.
Two people were in an alley and fled officers, who pursued them on foot, according to the police statement. The chase "resulted in a confrontation," police said. One officer shot the boy in the chest, and he was declared dead at the scene. According to police, the officers found a weapon at the scene.
Police spokesman Tom Ahern called the incident an "armed confrontation" in a tweet. He also shared a photo of the gun recovered from the scene and said the other male involved in the incident was in custody.
Chicagos Civilian Office of Police Accountability, the agency that investigates police misconduct, said in a statement the incident was captured on a body camera, but because Toledo was a juvenile, the footage cannot be released without a court order. Materials that can be released will be "within 60 days of the incident and in accordance with the Citys Video Release Policy," COPA added.
"COPA is committed to a full and thorough investigation into the officers use of deadly force to determine if their actions were in accordance with Department policy and training and asks for the publics patience," the organization said in a statement.
Chicago Police Superintendent David Brown called the incident "a deadly encounter between one of our own and a juvenile" the "greatest fear" he faces in his role.
"Unfortunately, this fear became a reality earlier this week," Brown said in his statement. "Any loss of life is tragic, especially when it involves the youth."
He extended his condolences to Toledos family and said the police department "fully supports" the COPA investigation and "adamantly" calls for the release of videos including bodycam footage.
"The split-second decision to use deadly force is extremely difficult for any officer and is always a heavy burden to bear for officers involved in fatal shooting incidents," Brown said.

A man went on an anti-Asian tirade after being asked to wear a mask while riding a bus in Florida earlier this month. The incident, which was partially caught on video, occurred on a Miami-Dade Transit bus on the evening of March 9. Lai, who is Chinese American, asked the man and his companion, a white woman, to wear masks to help prevent the spread of COVID-19. The woman, who had a bandanna around the neck, allegedly refused to cover her face, saying she could not breathe with a mask on. I justified it by saying, Maam, Ive been working about six hours and wore my mask all day, and I think we have to be courteous to one another, Lai told the Miami New Times. My dad is 76, and I cant afford to bring COVID home. However, the pair of commuters still refused to cover their faces. This forced Lai to turn to the driver for help. It was at that point when the man reportedly began his racist tirade. He allegedly referred to Lai with slurs such as g*** and c****. Lai decided to film the incident. The man became visibly upset, walked toward the driver and asked to be dropped off at the next stop. Lai then told the man, Maybe you dont need to be racist to me.I dont give a f*** what you saying, man. I got daughters older than you, the man replied. Mind yo goddamn business, Chinese lady. Ugly-a** c****. Mind yo goddamn business, man. The verbal altercation went on as the man continued to hurl slurs. At one point, Lai had to insist that she was born in the U.S. As the man prepared to drop off, he gave Lai the middle finger. Smile for the camera. Smile for this c****, he said. F*** your culture. Lai has since reported the incident to Miami-Dade Transit and to the Miami-Dade State Attorneys Office. A prosecutor reportedly told her that the man cannot be prosecuted for a hate crime as no crime was committed in the first place. Florida law allows prosecutors to add enhanced penalties for crimes that include discrimination. However, the state does not have standalone charges for hate crimes, according to the New Times. In a statement, Miami-Dade Transit announced that an investigation is ongoing and pointed out that all passengers are required to wear masks. The safety and wellbeing of our passengers and employees is our number one priority. We regret any of our passengers having had a negative experience while on our system, the transit system said. Miami-Dade Transit follows all state, federal, and CDC COVID-19 requirements, and passengers are required to wear masks while riding on public transit.

A man suspected of trying to steal a vehicles catalytic converter in California died when the car fell on him, police said.
According to Sgt. Shane Carringer of the Anaheim Police Department, the body of a man was found underneath a Toyota Prius at an auto repair lot at about 6:20 a.m. on Wednesday, KABC reported.

The man, whose name has not been released, was found dead underneath the car, the television station reported. According to Carringer, it appeared the man was trying to steal the catalytic converter when the jack he was using failed and he was crushed under the weight of the vehicle, KABC reported.

Paul Brantley Rawls faces multiple accusations, including one count of the manufacture, possession, throwing, or release of destructive equipment, one count of criminal mischief, and one count of chaotic acts.
CBS12 reports that the incident occurred on Sunday afternoon, and the Secret Service and Palm Beach police are responding to reports of smoking equipment in the middle of South Ocean Boulevard.
Two vehicles crashed while trying to avoid a smoldering object. There were no injuries due to the collision.
The Palm Beach County Sheriffs Office has dispatched a bomb squad to look for other devices.
According to police, the device was a white-smoke-producing 7.5-inch molten incendiary manufactured by Pyro U.
Arrest reports state that surveillance footage shows an individual throwing a device through a gray Volkswagen window. Police tracked the license plate to Mr Rolls.
When a policeman contacted him by phone, he said: I know the real reason you want to talk to me.
When brought in for cross-examination, he said to the detective: I know why Im here, because I threw a smoke grenade, its all in the video.
According to the arrest report, Mr Rolls told investigators that he was a former combat veteran and airborne ranger and has been struggling since he was fired.

He expressed contempt for the Trump administration and was upset because his coronavirus rescue stimulus check had not yet arrived.
The $ 1.9 trillion US rescue program, which triggered the latest stimulus check for Americans, wasnt passed by Congress more than six weeks after Mr. Trump resigned. In April and December 2020, there were two previous payments to individuals and families.
A search of Rawlss car found nine smoke grenades, four flares, four five-minute white smoke devices, a 12-foot handheld expandable hook, nylon rope, and black gloves.
According to arrest reports, he has traveled to and from his homes in Palm Beach and West Palm Beach eight times separately since March 1.
Rolls is currently detained in Palm Beach County Jail with a $ 21,000 bond. He will appear in court on Monday and will return home on April 13.
CBS12 reported that Mr. Trump was in Mar-a-Lago when the incident occurred, but sources could not see or hear from within the club.

A couple that was attacked while they were walking last week in Chinatown-International District said Wednesday that they believe they were intentionally targeted by a man who left both of them with serious injuries during an attack they said was unprovoked.
"I truly believe he was trying to kill us," said Michael Poffenbarger, who is white and was walking with his Japanese-American girlfriend, Noriko, when the attack occurred. "He hit her so hard (and) he hit me really really hard. I was amazed at how hard he hit my head and it didnt knock me out," said Poffenbarger. "I thought for sure, I had a skull fracture."
Seattle police announced Thursday that Sean Jeremy Holdip, 41, has been arrested in connection with the assault.
Investigators did not immediately say what charges they planned to file against Holdip, but he was being held Thursday at the King County Jail. It was not clear if bond has been set in the case.
Im very very happy the police made it happen," Poffenbarger said Thursday. "I wont feel like its someone I pass or around the corner everywhere I go. I hope his arrest will help that stress fade.
Tanya Woo, a volunteer with the Chinatown-International District Community Watch group, which patrols the neighborhood during the week, said she was glad an arrest had been made.
We still have a lot of work to do, she said. Something like this is a call to action. These incidents have been happening quite a while (and) many times theyre not reported and theyre not caught on camera.
The attack on Poffenbarger and his girlfriend, Noriko Nasu, happened near 7th and King streets on Feb. 25, according to the couple and police reports.
According to police records, the suspect attacked Nasu, striking her in the face with a hard, solid object wrapped inside a sock. She was knocked unconscious and suffered a fractured nose and several chipped teeth.
"She has three fractures in her nose right here. Her cheek and her mouth are super bruised. Shes got two black eyes and several teeth in the bottom are broken," said Poffenbarger, a registered nurse.
He was struck in the head and needed eight stitches following the attack.
Nasu said Thursday that she is still dizzy from her concussion, but added that the swelling in her face is going down.
The attack occurred as several cities, including Seattle, Oakland and New York, have reported a sharp upswing in the number of attacks on Asian residents.
In a written statement, the Seattle Police Department said it logged 14 reports of hate crimes against Asians in 2020, an increase from nine reported incidents the previous year and six in 2018.
Poffenbarger said his assailant singled out his girlfriend, who works as a high school teacher.
"It was very very deliberate and really focused on her," he said about his girlfriend, who is a teacher and who is having difficulty speaking in the wake of the assault as a result. "He definitely targeted her (and) hit her first. She got the most injury out of it. It was a pointed attack on her."
According to Poffenbarger, the man didnt say a single word during the attack.
Poffenbarger says he tried to scare the attacker off with his pocket knife, but the man kept charging at the couple. Good Samaritans then stepped in to help.
If those people didnt come out of the restaurant, if he didnt feel the pressure of me calling for help, I dont think he would have given up until we were dead, said Poffenbarger.
According to a Seattle Police Department report, witnesses and the victims described the suspect as a Black Male, Medium build, black jacket with a black hoodie underneath, and dark tan Carhart like pants on.

In a major turn of events highlighting the sorry state of judicial affairs, a man from Uttar Pradesh's Lalitpur village was declared 'innocent' after having spent 20 years behind the bars. According to The Times of India, Vishnu Tiwari was sentenced to life imprisonment when he was barely 23. The publication reported that Vishnu was accused of sexually exploiting a woman from Silawan village in 2000. He was booked for rape and other charges under the IPC and the SC/ST (Prevention of Atrocities) Act. Reports state that he was found guilty and hence sentenced to life imprisonment.

At the time, due to financial constraints to hire good lawyers to fight for his case, he couldn't defend himself. However, five years later, after having saved enough to fight for his case, he challenged the verdict in the high court but could not see light at the end of the tunnel for over a decade. Finally, after twenty years, Vishnu has been declared innocent by the Allahabad High Court. Sadly, every member of Vishnu's family has died in these years. After having completed 14 years of his term, he filed a mercy plea and the prison authorities who had taken cognisance of his good conduct during the prison term approached the State Legal Services Authority to file an appeal.

During the court proceedings, it was observed that the FIR against Vishnu was lodged three days later and there were no injuries on the private parts of the woman who claimed that she was thrashed. It was also found that both parties were also involved in a land dispute case. "In view of the facts and evidence on record, we are convinced that the accused had been convicted wrongly, hence, the trial court's judgement and the impugned order has been reversed and the accused is acquitted," the high court order said. "Vishnu will be released very soon. We are waiting for the formal release order. It is unfortunate he had to be in ail for two decades for a crime he never committed," said senior superintendent of Agra Central Jail VK Singh. Singh also said that once Vishnu is released, he plans to open a Dhaba and start afresh.

A longstanding dispute over who can be considered a citizen of the Cherokee Nation finally came to a conclusion this week.
The Cherokee Nation Supreme Court ruled on Monday that the tribal nation remove the phrase "by blood" from its constitution and other tribal laws. That change formally acknowledges that the descendants of Black people once enslaved by the tribe -- known as the Cherokee Freedmen -- have the right to tribal citizenship, which means they are eligible to run for tribal office and access resources such as tribal health care.
The recent decision by the Cherokee Nation Supreme Court is a response to a 2017 ruling by a US district court, which determined that the descendants of the Cherokee Freedmen are entitled to full tribal citizenship rights under a treaty the Cherokee Nation made with the US in 1866.
"Freedmen rights are inherent," Cherokee Nation Supreme Court Justice Shawna S. Baker wrote in the opinion. "They extend to descendents of Freedmen as a birthright springing from their ancestors' oppression and displacement as people of color recorded and memorialized in Article 9 of the 1866 Treaty."
The history of the Cherokee Freedmen is an example of just how complex and layered issues of race, inequality and marginalization are in the US.
Many Native Americans were enslaved alongside African Americans during the colonial period -- Brown University historian Linford D. Fisher estimates that 2 million to 5.5 million Native people were enslaved from the time of Christopher Columbus to around 1880.
But some wealthier tribal citizens, particularly in tribes in the Southeast that had adopted certain norms of White settlers, also practiced slavery themselves. That includes the Cherokee people, some of whom in the early 1800s had started to enslave African Americans.
Then in the late 1830s, the US government forcibly expelled the Cherokee from their homeland and ordered them to relocate to present-day Oklahoma -- an exodus known as the Trail of Tears. What's not as widely known, though, is that enslaved African Americans made the journey along with the Cherokee citizens who enslaved them.
About 4,000 enslaved Black people were living among the Cherokee people by 1861, according to the National Museum of the American Indian.
The tribe abolished slavery in 1863. And shortly after the Civil War ended, the Cherokee Nation signed a treaty with the US government that granted full citizenship rights to those formerly enslaved by Cherokee citizens.
But in practice, Freedmen were often denied those rights and excluded from the tribe, wrote Lolita Buckner Inniss in a 2015 article published in the Columbia Journal of Race and Law. Over the past several decades, Cherokee Freedmen have fought to protect those rights through various legal proceedings.
In 2007, the Cherokee Nation amended its constitution to restrict tribal citizenship to those with "Indian blood." That expelled about 2,800 descendants of Cherokee Freedmen from the tribe, the website for the National Museum of the American Indian states.
Chad Smith, the principal chief of the Cherokee Nation at the time, argued that the tribe was a sovereign nation and should therefore have the right to determine who qualifies for tribal citizenship. But the Freedmen pushed back, resulting in a series of legal battles over the next decade.
In 2017, a federal district court ruled in favor of the Freedmen -- a decision that the Cherokee Nation Supreme Court has now reaffirmed.
"The 'by blood' language found within the Cherokee Nation Constitution, and any laws which flow from that language, is illegal, obsolete, and repugnant to the ideal of liberty," Baker wrote in the recent opinion. "These words insult and degrade the descendants of the Freedman much like the Jim Crow laws found lingering on the books in Southern states some fifty-seven years after the passage of the 1964 Civil Rights Act."
Cherokee Nation Principal Chief Chuck Hoskin Jr. commended the decision.
"Cherokee Nation is stronger when we move forward as citizens together and on an equal basis under the law," he said in a statement on Monday. "...The court has acknowledged, in the strongest terms, our ancestors' commitment to equality 155 years ago in the Treaty of 1866. My hope is that we all share in that same commitment going forward."
About 8,500 descendants of Freedmen are currently enrolled as citizens of the Cherokee Nation, according to a news release from the tribe.
