even if they were free, IDs are still a pain in the ass to get. if you're dirt poor, or you're homeless, there's a good chance you dont have enough 'accepted documents' needed to actually get one; and of course if you're working 3 jobs when the fuck are you going to have the time to hang out at the DMV all day?

Also this. My local DMVs are only open 8-4 Monday through Friday.

Those happen to be the hours I work. For something so essential it's ridiculous they aren't open from like, 7am-10pm and on Saturday. I have to use PTO to get to the DMV.

However the events of Zero and Azure run concurrently with Cold Steel 1 and 2. Cold steel 3 is the continuation of both Azure and CS2.

If you want to hold out for Geofront's translation for Azure, you would be OK playing the first 2 CS games after Sky the 3rd.

I mean you can play CS3 without having played the crossbell titles BECAUSE the series has such good writing. It does fill you in on the most important plot points so you wouldn't necessarily be lost but your experience will be that much better.
