That's the the basis of whole subplot with his brother, which was mentioned in like, chapter 3.I think he mentioned it mostly to establish Itachi's dominance. Again, a lot of the lore wasnt really added until shippuden. The most fleshed out it ever got in PTS was "kill your best friend to mature it". Again, it's just really odd because Byakugan was implied to be the original/more practical dojutsu.
