As usual the left will blame abstract concepts rather than their own policies. You'll notice it's the worst in liberal-run areas. Even if we accepted their premise, why would "racism" and "stigma" be the worst in Democrat-run areas? Aren't these the tolerant areas? So why are they the worst?

Are minorities responsible for any of their behavior? Like, at all?

Of course not. This also applies to poor people, who are said to be starving (because of us), but also at epidemic levels of obesity at the same time (because of us). It never has to do with any of their poor personal choices.
