Playing an fps is like playing pokemon or a turn based rpg but in real time. For example, in rainbow six 3, on console, it takes a little while to aim at your target so most of the time the enemy attacks before you. So that means they have higher speed. But since you have more health, you win the duel despite attacking second, just like in pokemon. And, the one who attacks first would win if both players have similar health and accuracy.
