Guacamelee is a bit too linear but good. Salt and Sanctuary is Souls-like in 2D. Arbitrarily saying to double a number that IIRC was already difficult to hit in such a short period of time is at worst impossible, but also possibly a huge negative impact on the overall supply chain. Real, productive, feasible improvements may involve a subtle change across multiple industries. Tighter car norms will push R&D to develop better technology to get overall emissions down. It's not that "nobody enforces standards", it's that the EU hasn't finalized its target standards for 2025 and 2030, which would likely be Euro 7. Euro VI targets mostly diesel particulates, so it's not that important compared to, say, Euro V which got the sulphur content in gasoline down to 10wtppm (thanks in part to a refinery unit designed by the company I work for).
