No, obviously the best way to move forward with the homeless is to identify what is causing the homelessness and create a preventative measure for that. There's a lot of social infrastructure that has to be in place before we can end homelessness.

but for the homeless person, prison or jail is a godsend. Yes, you have to deal with unpleasant people but how different is that from your group of gangly homeless dudes
