I have already had at least 40 inmates return to the jail after living. Mostly drugs or petty crime.

I worked in a county jail for a little over a year. Then I got hired in LE and left, but I still miss the jail. (I left there almost 11 years ago.) I never thought I would enjoy working in the jail, but it was actually somewhat fun. I didn't actually apply for the jail, but for a county dispatch position. The county needed people in the jail badly though. They asked if I would consider it instead. I just wanted a foot in the door, so I jumped on it.

My experience was pretty different from yours. Rape was a very real thing, and consensual sex, too. It wasn't uncommon for inmates to throw urine or feces, and they never got much of a punishment for it. And they loved flooding their cells, either by overflowing their toilets or by busting off the sprinkler heads on the fire suppression system. There was even a plan to murder me and rape my (female) partner, and that never even resulted in charges. Frustrating, yes, but the court system where I work is stupidly pro-inmate.

Dispatch is a step backwards in my state. It's direct supervision. 1 officer to on average 40 inmates. I have a station in the center of the pod and they are around me at all times when they're out.
I am right there when things go down.
Everyone gets death threats, it's all smoke being blown.

Businesses and what not most certainly can ask if your animal is a service animal, they just cant insist you provide proof.

The two big questions that are permitted are "Is the dog a service animal required because of a disability" and "What task has the animal been trained to perform". Also worth noting that the ADA is subject to "reasonable accommodation" clauses, which state that while the business must make reasonable attempts to accommodate a service animal, they are not required to do so if it would cause the business undue hardship or threaten the safety of others present (for instance, service dogs may or may not be allowed on ambulances due to the restricted space).

Also also, to the best of my knowledge dogs are the only animals that can be trained as true service animals. While anything can be an "emotional support animal", those are not covered by the ADA.
