So what you do is raise cigarette taxes by a percent or two. Raise the price of lottery tickets by a dollar. And if the state has not done it yet legalize gambling and build some casinos in state. Traffic laws exist for a reson not only to protect the individual but the other people on the road with the individual. If you are so reckless and callous as to put other people lives in danger you deserve a hefty fine. I feel the fines are too lenient as it is and now they want to lower them.
