- based on these images, which of these is the most impressive looking city
- which is actually the best looking city, regardless of the images which are just examples
- based on these images, which of these cities has specifically the best looking skyline, regardless what the city otherwise looks like
- which is actually the best skyline, regardless of the rest of the city and regardless of the images which are just examples

That would be correct but I suppose you can interpret however you like.

Why did you choose a bunch of interior US cities that nobody cares about?

Because most of them I've been to and I didn't want to pick the big cities that everyone knows about.

But also Nashville and Memphis are pretty great cities.
