NEW DELHI — A 10-year-old girl who was repeatedly raped by her stepfather, and who is now at least 20 weeks pregnant, may be forced to give birth because of India’s restrictive abortion law.

In a case that has become a glaring example of both impunity for rapists and a lack of women’s reproductive rights in India, a court must decide whether the pregnant girl is entitled to an abortion.

A medical board in the northern Indian state of Haryana said on Monday that the girl’s life had not been endangered by the pregnancy, a necessary condition under the law for most abortions conducted after 20 weeks. India enacted that law in part to discourage the widespread termination of female fetuses in a part of the world where boys are preferred.

In making its determination, the medical board said a court would have to determine whether the girl’s case meets the legal threshold of “exceptional circumstances” that justify an abortion.

The case came to light last Wednesday when the police received a tip on a help line dedicated to crimes against women. The caller was the girl’s mother, said Pankaj Nain, the police chief of Rohtak district in Haryana State.

Investigators found that the girl had been “repeatedly raped by her stepfather over a period of time,” said a police inspector at a Rohtak police station devoted to crimes against women.

“We found the girl in very miserable condition,” said the inspector, Garima, who, like many Indians, goes by a single name. The girl’s mother and stepfather worked as day laborers on construction sites, and her stepfather, who was in his early 20s, would exploit her mother’s absence to rape the girl, said Dr. S. K. Dhattarwal, the head of the forensic medicine department at Rohtak’s Post Graduate Institute of Medical Sciences.

The victim was examined by a medical board consisting of seven doctors, Dr. Dhattarwal said. They concluded that she was 10 to 12 years old, and that her pregnancy exceeded 20 weeks.

“She is traumatized and not able to speak properly,” Dr. Dhattarwal said. “She was not able to understand what was going on with her. She was subjected to sexual intercourse several times.”

Another episode had Tim Allen's character trying to avoid making racist comments around his black neighbors that his wife invited to dinner, while hilariously failing. In the end of the day, though, the black neighbors revealed they were more uncomfortable with the wife's fake efforts to be PC than Allen's crude (but honest) comments that made fun of black people stereotypes. I didn't expect the episode to go in that direction.

UBER IS MORE than fly-curious about taking ridesharing to the air. The company announced Tuesday that it plans to roll out a network of flying cars in Dallas-Fort Worth and, of course, Dubai by 2020.

If that sounds ambitious, you possess a basic understanding of the challenges involved here. The kind of aircraft Uber envisions shuttling customers through the air—electric, with vertical takeoff and landing capability, and capable of flying 100 miles in just 40 minutes—don’t exist yet. Nor does the infrastructure to support them. The FAA, an agency not known for speed, must ensure these aircraft meet all federal safety regulations and figure out where and how they fit into a complex air traffic control system.

Instead of cracking those problems on its own, Uber plans to punt. It hopes to play the role of a catalyst, spurring manufacturers to build the aircraft, the FAA to figure out the regulations, and cities to wave them in. Company CEO Travis Kalanick apparently wants to play the role of Elon Musk, who came up with the idea for hyperloop and is letting everyone else figure out how to make it work. The reward for playing Kalanick’s game? Accessing Uber’s 55 million monthly active riders in nearly 600 cities worldwide.

And here’s the crazy part: Uber could make it happen. “I think 2020 is realistic for a vehicle that is not replacing an airplane but replacing a car,” says Richard Pat Anderson, director of the Flight Research Center at Embry-Riddle Aeronautical University. A purely electric aircraft might remain elusive, but a serial hybrid setup—where the aircraft carries a fuel-burning turbine to keep the juice flowing, much like the Chevrolet Volt—could work.

At its “Uber Elevate” summit Tuesday, the company announced a series of partnerships to start figuring this out. It has joined real estate companies Hillwood Properties in Texas and Dubai Holding in the UAE to identify locations for “vertiports” and get them built. Chargepoint, which operates 34,000 electric vehicle charging spots in North America and Australia, will design, develop, and deploy the infrastructure needed to keep the aircraft going. In a white paper Uber published in October, the company estimated it would need 1,000 aircraft and 83 vertiports, with 12 charging spots apiece, to serve three or four cities.

A Queens rabbi has pleaded guilty to embezzling $5 million from his taxpayer-funded Queens preschool — money intended for Orthodox Jewish special-needs students ages 3 to 5.

Rabbi Samuel Hiller, the former assistant director of Island Child Development Center in Far Rockaway, is expected to be sentenced to one to three years prison after Thursday’s guilty plea to first-degree grand larceny, Queens District Attorney Richard Brown said.

Under the terms of his plea, Hiller, 59, will forfeit $1 million in seized assets and must pay $1 million more by the time he is sentenced June 15, Brown said. If he fails to make the deadline, he’ll be sentenced instead to two to six years. Hiller will also agree to pay an additional $3 million at a later date, Brown said.

Hiller used the embezzled funds — stolen between 2005 and 2012 — to prop up several for-profit summer camps he ran. He also used $30,000 to revamp the plumbing in his Elvira Avenue home in Far Rockaway, prosecutors said.

“Stealing from the public is bad enough, but exploiting small children to pay your plumber and support your for-profit camps, is reprehensible,” noted state Comptroller Thomas DiNapoli in a statement Friday.
