Putin has made it abundantly clear for years that wants to negotiate with the US over NATO expansion which Russia sees as a threat to its national security because it doesn't want NATO long range missile bases along its border, hence Ukraine and Georgia being red lines, while Putin said repeatedly to the US, if you try to drag Ukraine into NATO then I'll make sure Ukraine no longer exists.
