Local Colorado officials have reached an $8.5 million settlement with a woman who was hospitalized in 2022 after being left handcuffed in a police SUV that was then hit by a train.
The city of Fort Lupton and town of Platteville, Colorado, agreed on the settlement with the victim, Yareni Rios-Gonzalez, according to a release from the Fort Lupton Police Department. The settlement amount will be split equally between the town and city and paid by their insurers, according to attorney Eric M. Ziporin, whose office represents the city.
Rios, who was a suspect in a road rage case, survived the September 2022 collision but suffered nine broken ribs, a broken arm and other injuries.
This voluntary settlement is to the mutual satisfaction of the parties, recognizes the gravity of this matter, and allows all parties to move forward, the Fort Lupton police department said.
Fort Lupton police officer Jordan Steinke, who placed Rios in the vehicle, was found guilty last year of reckless endangerment and third-degree assault in the crash and was sentenced to serve 30 months of supervised probation and 100 hours of public service.
On the day of the crash, Steinke joined a traffic stop in which officers had pulled over Rios, who authorities said was suspected of brandishing a gun at another driver earlier in the evening. Steinke put Rios into the cruiser of Platteville police officer Pablo Vasquez, who had parked in the middle of a railroad crossing.
Body and dash camera video released by police showed Rios screaming for help as the train approached and slammed into the vehicle.
Steinke argued during her trial that she didnt notice the location of the railroad tracks despite several warning signs, including one next to where she parked her vehicle.
The officer said she was not fully aware of her surroundings because she was concerned about approaching a suspect who may have a gun. You can only divide your attention so much, Steinke testified.
CNN has sought comment from the Town of Platteville and an attorney for Rios regarding the settlement.
Fort Lupton is about 30 miles north of Denver.

What Simpson and no one in the courtroom apparently knew was that another judge had rescinded Harris' license suspension in January 2022, according to Saginaw County court records obtained by USA TODAY on Monday.

Harris spent two days in jail after the hearing, abiding by Simpson's order and turning himself in. Although Harris did the time, he told WXYZ-TV that the license suspension was "supposed to have been lifted two years ago, but they didn't."
"It's very embarrassing," Harris said about the whole situation.
Khyla Craine, deputy legal director for the Michigan Secretary of State, told the station that the process to get a driver's license reinstated "can be complicated."
"Sometimes it is simple as we at the Secretary of State's office did not get a clearance from the court that everything was done, but something happened in the wires, and we needed to talk to the court to get the clearance and clean it up for the resident," Craine said.

The family of an American caught up in a failed coup attempt in Congo said their son was in Africa on vacation with family friends and had not previously engaged in political activism, according to a statement provided to The Associated Press.
Tyler Thompson, 21, was one of at least three Americans who were named by the Congolese army as being part of a failed effort to overthrow the government in Kinshasa in the early hours Sunday under eccentric, self-exiled leader Christian Malanga. The two other Americans allegedly involved were Benjamin Reuben Zalman-Polun, and Malangas Utah-born son, Marcel, 21, who was arrested by Congolese forces.
We are stunned and heartbroken by the videos we have seen from the coup attempt, Thompsons stepmother, Miranda Thompson, said in a direct message on the social media platform X. We have no idea how he got wrapped up in this situation, which is completely out of character for him. We are certain he did not go to Africa with plans for political activism.
Malanga, the alleged leader, was shot dead after resisting arrest, the Congolese army said. In all, six people were killed in the attack on the presidential palace and another on the residence of a close ally of President Felix Tshisekedi.
Although the Congolese government has not clarified whether Thompson was among those arrested or killed, a video circulating on social media shows him surrounded by Congolese soldiers with his hands clasped tightly and a frightened look on his bloodied face. He and Marcel Malanga are forced to their feet and soldiers tie their hands behind their backs.
Thompson had played high school football with Marcel Malanga in the Salt Lake City suburb of West Jordan and was the only former teammate to accept his invitation to travel to Congo, according to several other players who told the AP they had been invited.
Marcel Malanga had pitched the trip to many of his high school friends in the months leading up to the foiled coup attempt. Some said he had invited them on a family vacation, while others, including former football teammate Jaden Lalor, said he had pitched it as a service trip to build wells. Teammates recounted Marcel Malangas increasing desperation as friend after friend declined.
He did call me to ask if I wanted to go to Africa for vacation, as well as a few of my other friends, but he did not offer to take more than a single one of us at a time, said Luke Barbee, another former teammate who lived with Marcel Malanga last year. He only asked so many of us because he kept getting denied until Tyler said yes to the trip.
Barbee was shocked to learn of his friends involvement in the attack and said it seemed out of character for both young men.
Marcel Malanga had a strained relationship with his father, Lalor said, adding that he could have been easily pressured or manipulated into following his fathers plans.
Marcel is a super respectful kid, rough around the edges, but not enough to go and murder people, Lalor said. I know they had to have been brainwashed or forced to do this because Tyler had never been one for conflict. Hes one of the most laid back or chill kids you would meet.
Thompsons stepmother said he was not politically engaged and was simply excited to see the world with his friend.

The U.S. State Department strongly discourages travel to Congo, warning of violent crime and civil unrest. Americans are specifically encouraged to avoid demonstrations that might result in arrest due to the U.S. governments extremely limited ability to provide emergency consular services to U.S. citizens in many parts of the country.
U.S. Secretary of State Antony Blinken condemned the attack in a call with Tshisekedi on Wednesday and offered help from the U.S. with the investigation, according to a summary of the call.
The U.S. Embassy in Congo said Thursday that it was still waiting for the Congolese government to provide evidence that the arrested individuals were Americans before it could provide consular services to them.
The Congolese government has not given a date for when the suspects will appear in court.

A Florida man, who aspired to become a police officer, admitted to sexually abusing his cousin during a police department job interview and now faces life in prison.
Stephen Bodley, 26, was convicted by an Orange County jury last week of sexual battery on a child, the office of State Attorney Andrew Bain said in a news release.
Bodley first mentioned "playing sexual games" in a sworn officer application with the Apopka Police Department. He again mentioned the crime during an interview.
"The certified voice stress analysis examiner performed a voice stress examination on Bodley," Bain said. "During the examination, the examiner asked Bodley to expand on concerning answers he provided in a pre-test questionnaire."
Bodley described sexually abusing a child years ago and admitted to it when he was asked to expand further. Detectives tracked down the victim's mother, who said Bodley and the victim had a close relationship, The Tampa Bay Times reported, citing an affidavit.
The victim, a female, told the Florida Department of Children and Families about the abuse, saying it took place over several years, from when Bodley was around 14 to when he was about 19, the newspaper reported.
Bodley's lawyer asked that his confession not be presented during trial, but a judge denied the request.
He is scheduled to be sentenced on June 24. The conviction carries a sentence of up to life in prison.

Original The Lord of the Rings trilogy filmmaker Peter Jackson and his partners Fran Walsh and Philippa Boyens are producing the movie and will be involved every step of the way, Warner Bros. Discovery CEO David Zaslav said during an earnings call Thursday.
The project is currently in the early stages of script development from writers Walsh and Boyens, along with Phoebe Gittins and Arty Papageorgiou, and will explore storylines yet to be told, Zaslav said.

In a press release from Warner Bros. later Thursday morning, the studio revealed that the working title for the film is Lord of the Rings: The Hunt for Gollum, and it will be directed by and star Serkis in his iconic titular role. The film will be executive produced by Ken Kamins, with Serkis and The Imaginariums Jonathan Cavendish.

A Pennsylvania man who credits an alligator named Wally for helping relieve his depression for nearly a decade says he is searching for the reptile after it went missing during a vacation to the coast of Georgia.
Joie Henney has thousands of social media users following his pages devoted to Wally, the cold-blooded companion that he calls his emotional support alligator. He has posted photos and videos online of people petting the 5 1/2-foot (1.7 meter) alligator like a dog or hugging it like a teddy bear. Wally's popularity soared to new heights last year when the gator was denied entry to a Philadelphia Phillies game.
Now Henney said he is distraught after Wally vanished while accompanying him on an April vacation in Brunswick, Georgia, a port city 70 miles (112 kilometers) south of Savannah. He said he suspects someone stole Wally from the fenced, outdoor enclosure where Wally spent the night on April 21.
In social media posts, Henney said pranksters left Wally outside the home of someone who called authorities, resulting in his alligator being trapped and released into the wild.

It's illegal in Georgia for people to keep alligators without a special license or permit, and the state Department of Natural Resources says it doesn't grant permits for pet gators. David Mixon, a wildlife biologist and coastal supervisor for the Georgia Department of Natural Resources, has handled plenty of alligators reported in people's yards and swimming pools. He has also shown gators kept in captivity in presentations to school groups and Boy Scout troops.
He said even alligators that seem docile can be dangerous, and he always makes sure to hold their mouths closed with a hand or, preferably, a band.
