Dumbledore and Snape have the most character development and depth in the books.

In terms of plot relevance...they could rename the series "a tale of four Half-Bloods"--Dumbledore, Riddle, Snape, Potter--one generation between each, and the four most important characters to the story. Of the four, Voldy's pure-evil and learns nothing, Harry often suffers from generic main character syndrome--some people put him very high, some people don't. But Dumbledore and Snape are pretty fleshed out characters any way you slice it.

In terms of style...Dumbledore has tons of course, but Snape's not bad himself. Talks circles around Bellatrix. Curbstomps Harry in a 1v1. Has an awesome duel with McGonnigal.

Tastes will vary from person to person, of course, but Snape's just so well-executed in so many categories that I'd expect to see him on most people's top 5, unless their top 5 is like...laser-focused on humor, and not on the serious plot (in which case sure...Luna/Fred/George/Dumbledore/Hermione, or something).
