You absolutely do. The bottom of the arrows enter the circle at a tangent, but this really confusing sign is unsuccessfully trying to simplify the situation by showing only the possible paths that somebody entering the circle at this point would care about. And by the way, this is no minor neighborhood circle; it is a major intersection in the nation's capital, with unceasing commuter and tourist traffic, and is even part of an emergency evacuation route.
