Teams play each other at minimum once every 4 years, and adding more teams would create a scheduling nightmare that could lead to teams not facing each other for over a decade.
Not sure if this interests anyone, but I just went down a rabbit hole of odd scheduling quirks that happened pre-2002 when the divisions were aligned oddly and matchups caused strange scheduling anomalies.
