The villain needs to have originated in a video game, so no Joker. (Dracula counts as per SBAllen).
The character needs to be primarily a villain, so no villain that switches sides to be a hero or reluctant ally. Heroes that do a heel turn and stay evil count.
I'll count King Dedede as a villain even though he helps out sometimes because he's mostly an asshole, so if you can think of similar characters to him they probably count.
If there are multiple incarnations of the villain then you don't need to specify which one. I will group all Ganon/Ganondorf votes together.
