Not an expert but my understanding is his party was in talks with three other parties, centrist-ish NSC, centre-right VVD (main governing party for ages) and agrarian BBB but they all ruled out him as PM and wanted none of the party leaders in cabinet. So it looks like theyre going ahead with a cabinet from outside the parliament. Probably the best reasonable outcome as it means there presumably wont be a far-right PM and he also wont be able to hide from blame in opposition.
