Metaphor is still super risky because most of the good ratings for Persona come from it's modern relatable narrative. If it loses that then it has to compete on gameplay and plot alone which is not really the strongest.
There are tons of JRPGs with similarly modern relatable narratives including recent Persona clones that score much worse. The reason why Persona scores so consistently high is because of its signature game systems like social links and the calendar and especially with P5, slick UI and high production value. All signs point to Metaphor having all of that. And also FE3H already proved you can do the whole Persona system in a fantasy world and make it work.
I'm obviously not saying Metaphor will reach P5s metascore but when you are coming from the mid 90s, you can drop 10 points and still be in a range that'd be considered a success for most games in this topic.
