I just think this mystery took about five seconds so I agree with FD it seems like an affectation of some sort.
My assumption is that scum would ALSO have traits though. It's just such an inconsistency no matter how you slice it.
It'll be hilarious if we found an actual 3rd party who doesn't have traits and is uniquely positioned to be confused by the OP.
