I think it probably only feels cartoony compared to 8 because the graphics weren't quite there yet, but I think being more like 8 was their goal.
I think the overworld models of FFVII were supposed to invoke old-school sprites.
Hard to say that FFIX's artstyle is supposed to be like the old games though. The FMVs in the playstation rereleases for FF1-6 actually use a very realistic style. FFIX is the only one that I think is actually trying to be genuinely cartoony.
