I looked back at a few videos of FFVIII for this topic. The visuals in this game are still mindblowingly gorgeous.
Now here's a question for you: FF8 came out on steam before the 7 and 9 "graphical upgrade" versions, yet both of those have been released on PS4. Why wasn't 8?

I've been putting off giving it a replay and it being released on PS4 would just be great...
The game is too difficult to break. Fix that
Remove Squall
Remove Rinoa
Remove Laguna. Make it about Squall vs Seifer. But really lean in that direction. Multiple fights against him, 1v1, more CGs depicting that. No Laguna
Make leveling up not actively bad.
I can't deal with how much misinformation plagues this game.
For me it would just be "explain your mechanics better." Half of these responses are because the game doesn't teach you how to actually play the game.

Also, I don't think you get to say you're "fixing a game" if you are destroying the integrity of the plot and characters and world the creators built. You can make suggestions on how to alter pacing, flow, dialogue, etc. But you are going past "fixing" if you just remove characters altogether.

but what if the plot and characters are really bad
FFVIII is just a terrible romance with lame teens and a batshit insane storyline. If you try to retain and improve on those elements, you just get FFX!
So there's my answer, just make it FFX.
