Many of the things that are happening in DC could not and would not be happening if it was a state, or if they were happening, DC residents would at least have some political representation instead of being at the mercy of everyone else.

Definitely. A state like Wyoming who gets representation with less population, DC should get the same. Even Puerto Rico.

Even with retrocession or statehood, you probably still need to carve out the national mall as a federal district and hope that nobody still claims residency there. And you still face the reality that 2 EVs for DC's shadow senators are lost in this process, maybe even the 3rd since DC would barely qualify for an at-large rep to begin with.

We should still do it. Throw in Mariana (Marianas+Guam) and Puerto Rico (PR+Vieques+Culebra+USVI). Upgrade Samoans from nationals to full citizenship if there's no plausible way to throw them in with Mariana.
