I think you can still interpret it that way, loosely? I was also expecting something like that, because I thought the point of the film was "What could have happened to these kids? How could something like this happen?" Meanwhile they ignore the most obvious problem.
Which they still sort of do. They were already investigating Alex's family, but they somehow missed that the kid was buying like 30 cans of soup at a time, on his own without supervision.
