Think about it. Hes able to connect with other Pokmon in ways humans cant, and he doesnt seem to have a father so its very possible his mom is actually his trainer. The late Takeshi Shudo, former head writer of the original anime, claims Meowth being able to speak was a decision made for the audience to know what Pokemon are saying since they cant speak.

I mean, pokemon is just that world's word for animal which includes humans so yeah, he is a pokemon, a very unique one from all his crazy feats like the tree one, which gen is that from?

Shudo mentioned that in the early anime their appearance was a mistake on the animator part and that they dont exist in-universe and this as early as the original anime. A guide book for 3rd parties from The Pokemon Company says the same. Some things took time to take shape, the original games had references to real world countries and locations so any mention was most likely a mistake.
