You could say that in the first game. But in the second game Tatsuya's no longer the silent protagonist and he still expresses deep feelings for Jun. It's a 90s game so it's still not extremely forward about it. And it's up to the player's interpretation what Tatsuya and Maya's relationship in the second game is - romantic, or brotherly/sisterly, or something deeper. Or Tatsuya / Lisa for that matter, but in the first game you could choose to pick some dialogue options that make those more romantic. So people who say he's bisexual are probably correct-ish.

I think it should count if there are cutscenes, voice acting, and a written storyline for it.

I third Ike from FE Path of Radiance and Radiant Dawn. In addition to what the others said, Ike also has some really heartfelt hidden scenes with one of the two male characters in question (Soren) where they really open up to each other, and one even has Ike hug and console a crying Soren .

Henry the protag from Kingdom Come Deliverance isnt a create-a-character and he can be bisexual (at least in II). Moreover the gay path is woven into the main plot unlike how other typical romance paths are treated mostly because the partner is literally the games deuteragonist.
