Because even as a casual fan even I know there has always been terrible inconsistencies with size. Piccolo, Vegeta, Krillin, all vary quite a bit. Krillins differences honestly amuse me.

Namekians grow faster than humans or humanoid characters. I get what you're saying though. The gap between Freeza and the beginning of the android saga was basically the same time gap in between piccolo hatching and the 23rd tournament and he was still bloody tiny.

Real answer: Toriyama forgot/didn't care.
Head cannon answer: um different Namekian types? Because older Piccolo was a majin/demon so young Piccolo had some majin in him and he grew faster?

I love that meme it captioned Goku pummeling Piccolo in the tournament with 'grown wild man brutally assaults three year old.' And I'm like 'um techically true....'

iirc on the namek saga, the non-warrior namekians were generally shorter than the warrior namekians.
idk about the elder guy, cus he was huge compared to the rest. but when the new guy became an elder, he stayed the same size.

or maybe piccolo was actually short during the 23rd budokai, but he used his growth/expansion ability to make it look like he's about the same height as goku.

Toriyama wasnt a good writer, is basically the gist of it. Its incredibly obvious he made a lot up as he went along, much like J. K. Rowling.
