when I was a kid we were never told ahead of time before fire drills in school. they haven't warned everyone ahead of time at my workplaces in the last 20 years either.

should
be announced ahead of time for 2 reasons:

It helps verify that everyone knows the correct procedures to do during an actual emergency without stressing them out so much that they don't remember any of it.

If no drills are ever announced, people will get conditioned to think that every alarm is just another drill and not take it seriously.
