If you asked me this a few years ago, I would have said yes. But I'm less cynical now.

I do think most people aren't getting the most out of their own brain power the way they could be, but the potential is there if they would only use it.

For most people, stupidity is a product of complacency. They either don't believe they can be smarter, or much worse, believe they don't need to. It's understandable all the societal pressures that can lead to that complacency, and it can get so entrenched that it really can't get better. So I'm not saying "it's easy, just be smarter," I'm just trying to rationalize how this happens.
