on-par with Zenigata in terms of keeping up with Lupin. Beyond that, it largely depends on what kind of story the writer wants to tell.
Maybe I'm remembering the character incorrectly, but isn't a part of Lupin's character that he enjoys the challenge of the heist moreso than... Actually heisting, and thus he often does stuff like practically outright announcing said heist intentions, beforehand?
That, quite literally, gives Batman his "time to plan" more than anything.

Green jacket? Maybe. At least until zenigata breaks him out in the usual movie team up. Red jacket? Doubtful since that one made him a gag character. Haven't seen the other jacket series so can't say for sure.

Depends on if the theme song is playing. As soon as the vocalist yells "Lupin the thiiiiiiiiird!" it's over and Batman just has to wait to try again next episode.

On top of his natural planning and detective work, the guy has some ludicrous tech and assets to get the job done compared to what Lupin's pursuers typically have.
I just cannot see how Lupin gets away from what Batman has at his call. And that is not even including if we can bring allies into the equation, and it is even more lopsided.
I'd love to see Batman take on a crew that includes a man who can cut busses in half and another one that can undo the bolts on a freeway sign by shooting them, while driving a car backwards under it.
