So he explicitly said saying fuck DToast is fine. That is truth. But its also not really an insult so far as Abusive Posting is defined.
That brings us to the term incompetent. If we were to go by the term definition as per my low effort Google search, that gets ya this:

Saying someone is bad at their job is, not what Id argue, abusive as per our ToS. To that effect, if one were to dispute a moderation under the grounds of I meant they were bad at their job by saying incompenent I would likely vote to overturn the moderation.
If, however, incompetence were to be an intelligence based insult, that could be inferred to be potentially abusive and against ToS.
Whatever, I do this for free and have had like 5 beers so far today, take that as you will. But thats where were at with this.
Insults are against ToS. Saying someone isnt good at their job isnt. Thats all I got for ya.
