I remember people using gameshark codes to ruin other peoples gamesaves online in Phantasy Star Online.
I dont think anyone could condone this as "free speech" or free spreading of information. It's a perfect example for any gamer.
Will it still happen, yes (but it can be lessened). But gamefaqs shouldn't host exploits to delete other people's save files.
